Lisette Carbajal

Lisette Carbajal is a vice president with McGuireWoods Consulting’s Virginia Government Relations practice, where she advises clients on Virginia state government, legislative and regulatory matters, and public affairs. She represents clients before the Virginia General Assembly, the governor’s administration and state agencies, helping businesses and organizations navigate complex public policy issues and achieve their government affairs objectives.

Carbajal’s areas of expertise include health care policy, education, technology, financial services, data privacy, consumer protection and workforce development. Her experience spans both the public and private sectors, giving her a broad understanding of Virginia’s legislative and regulatory environment.

Before joining McGuireWoods Consulting, Carbajal was part of Capital One’s Government and Policy Affairs group, where she led multistate government affairs initiatives involving financial services, data privacy and consumer protection. Previously, she served as director of government affairs for the Virginia Health Care Association, representing nursing homes and assisted living facilities on state public policy and legislative issues.

Carbajal began her career in public service as a policy adviser and Latino liaison in the administration of former Virginia Gov. Terry McAuliffe. In that role, she advised the governor and cabinet secretaries on legislative priorities, public policy and state initiatives. She later served as a policy adviser at the Virginia Department for Aging and Rehabilitative Services, where she focused on programs and services affecting older Virginians, individuals with disabilities and community integration.

Carbajal currently serves on the Virginia State Board for Community Colleges. Her public and nonprofit board service has included the George Washington Mount Vernon Board of Visitors, Virginia Board of Health Professions, Virginia Advisory Board on Service and Volunteerism, Alzheimer’s Association Greater Richmond Chapter, Virginia Health Catalyst and Scholars Latino Initiative. She has also supported family caregivers through her work with the Rosalynn Carter Institute for Caregivers and Hilarity for Charity.

Carbajal earned a bachelor’s degree from the University of Virginia and a Master of Public Administration from Virginia Tech.
