One of the nation’s top policy, regulatory and political advisors in the energy sector, Raum enhances firm’s federal energy practice.

WASHINGTON (Sept. 14, 2026) — McGuireWoods Consulting announced that Bree Raum, a veteran energy policy and public affairs executive, joined the firm as co-leader of its federal energy practice alongside Ryan Bernstein, former chief of staff to U.S. Senator John Hoeven of North Dakota.

Raum brings a wealth of experience in the energy industry, as well as leadership roles in major fortune 500 energy companies, in industry trade groups and in independent lobbying and law firms. She will strengthen the firm’s service offerings and further its energy practice growth.

Raum delivers for clients with more than two decades of experience working in the energy sector with policymakers in Congress and the executive branch. She has extensive relationships with Democratic leadership in both the House and Senate, as well as with members of the Democratic caucuses and key policymakers, and has advised companies and industry organizations on energy, environmental and infrastructure policy.

Raum arrives from the global law firm Arnold & Porter, where she served as senior policy advisor and co-chair of the energy and infrastructure industry group. In that role, she advised clients on federal policy, regulatory strategy and political risk affecting energy industries.

Raum also leverages considerable private-sector experience in the energy sector. She previously was executive director government relations for the leading hydrogen company Air Products and was a member of the federal affairs team at BP.

In addition, Raum has held leadership positions at national energy-industry associations. She served as the head of federal affairs for the American Clean Power Association; as the senior director of federal affairs for the American Gas Association; and as the director of grassroots advocacy and WindPAC for the American Wind Energy Association.

Raum holds an M.S. in energy policy and climate from Johns Hopkins University, an M.B.A. from Carey Business School at Johns Hopkins University, and a B.A. in political science from Salisbury University.
